Ingredients
One cup of wheat flour, half a cup of desi ghee, one cup of sugar, one cup of milk, two cups of water, one-fourth teaspoon of cardamom powder, a pinch of saffron strands, and chopped almonds.
Roast flour
Take a pan and heat ghee for sometime. Now, add whole wheat flour and roast it on a medium flame until brown while stirring continuously.
Combine sugar and milk
Add sugar, milk, and water to the flour. Stir it until the sugar is melted and the halwa starts to thicken.
Add cardamom and saffron
Now, add cardamom powder and saffron strands to the halwa. Cook it until halwa starts to thicken and stir continuously to avoid lumps.
Garnish
When the halwa is almost cooked, garnish with chopped almonds and raisins. Turn off the flame and serve hot.
